Job Description and Duties

Under the broad direction of the Deputy Secretary of State for Operations, the Chief, Management Services Division is responsible for the following:

  • Provides leadership and oversight for administrative operations, including Contracts and Procurement, Business Services, Human Resources, Equal Employment Opportunity, Building Operations including building security and administration of the Safe At Home Program. Conducts meetings, conference calls and/or generates correspondence on sensitive legislative proposals, personnel matters, program audits, and general administrative functions. Negotiates difficult contract service agreements and testifies at legislative hearings. Administers the division's operations, handling of grievances, disciplinary matters, training, performance evaluation and maintenance of staffing.
  • Participates as part of the Executive management team and influences decisions related to strategic planning objectives, information technology projects, and other enterprise-wide matters, such as risk management, workforce and succession planning and organizational development.
  • Develops and administers policy regarding contracts and procurement, human resources, business services, building operations, and the Safe At Home Program within the Secretary of State's Office. Communicates policy and expectations to all employees and is responsible for enforcement and consistent application of the administrative policies.
